How does absolute power affect your fetishes, expenses, etc?

-- A weird question but one I'm curious about after the release of the Epstein Files and that one Vietnam case. How come so many rich people have illegal fetishes? Is it a result of their money or power? Or maybe these fetishes (like pedophilia and paraphilia) are more common than we think. If I could conduct a study it would go something like this.

Make a small-replica of a city where we will inhabit 10,000 (preferably more) people. I don't know how it would exactly be structured yet but 200-500 people will be randomly chosen as the elite. In that range 50-100 would have almost absolute power of the city. These people wouldn't be given the role of a politician, they can just simply enjoy life while being able to affect they city's future. In other words, their only role will be to be wealthy. The rest of the elites will be give the role of politicians, celebrities, and so on. Any other person will just be working class and be given certain roles to complete so the city can function. For 365 days (or maybe less) research how the elites' personality changes-- especially those with the most power. Study every change, including sex life, money expenses, dietary modifications, etc. This applies to the working class as well. By the end, compare the working class and the elites. Try to rarely interfere.

The working class and "lower-level elites" wouldn't know the hidden tier exists

People can bring their whole entire family into the experiment including children, but nobody would be allowed to bring people from the outside or leave during the experiment. If the elites do decide to bring someone in, this rule will NOT be enforced and researchers will pretend to be oblivious.

Lets take it one step forward. What if we made five of these cities? Except, no city would know about the others. The researchers will add multiple opportunities for people to find out about these cities but there will be more chance for apex elites to find out about these other cities. That doesn't mean it will be impossible for the working class to not find out.
Unfortunately, this would be impossible to conduct in real-life as its extremely unethical and goes against many rules.
